Job Title: Deputy Power Operations Manager

Division / Department Description
RPC’s conventional thermal power plant consists of steam generator units with electrostatic precipitators, wet limestone FGD units, and steam turbine generators, all supplied by its EPC Contractor, MHI.
Its main operations focus on ensuring continuous and uninterrupted supply of power requirements to Petro-Rabigh.
The primary goals of the Power Operations Department are:
- Maximize plant availability and capacity supplied to the petrochemical complex (water, power, and steam)
- Ensure ease of operations and maximize plant efficiency
- Minimize maintenance and auxiliary power requirements
- Maximize revenue-producing energy while minimizing capital and operational costs
- Ensure compliance with environmental and safety regulations
Department Objectives
- Achieve zero operator error in LOTO execution, PPE usage, operational procedures, checklists, walk-around checks, plant operational values within approved control limits, and shift turnover
- Maintain DCS alarm system under KPI (300 alarms/day)
- Ensure strict control of maintenance activities, chemical supply operations, and logging of all activities in OCEN
- Complete five monthly activities related to procedures, training, investigations, MOCs, and alarm analysis
- Achieve zero injuries and zero equipment damage
- Maintain 100% reliability in operator duties
- Resolve all ISO audit non-conformities within one month
Job Duties & Responsibilities
Ensure capacity and availability of client requirements (as per RAWEC–Petro Rabigh Agreement) through effective management and planning of the Power Operations Department.
The Deputy Power Operations Manager assists the Power Operations Manager in leading and managing department operations, activities, and staff.

- Zero unplanned shutdowns/trips caused by human error
- 90% compliance with departmental training requirements
- No mis-operation resulting in equipment damage
- No deviation in required reporting
- Emissions compliance within WECA limits
- Achieve zero injuries
Key Strict Rules
- Communicate all plant operations (routine, abnormal, emergency) with the Power Operations Manager
- Ensure safe and efficient operations with all systems functioning at design set points
- Establish a predictive operational culture and minimize performance degradation risks
- Promote a “zero error” operations culture
- Enforce strict adherence to procedures and operational discipline
- Build culture of ownership through system sponsorship (BFWP, FGD, STG, etc.)
- Develop and implement continuous improvement programs
- Ensure proper planning and documentation for all activities
- Strengthening communication and training for operational teams
- Conduct internal audits and address deviations
- Analyze team performance and implement improvement actions
Qualifications
- Bachelor’s degree in engineering (Production or Mechanical)
- Licensed Professional Engineer
- Strong knowledge of power generation, plant commissioning, and operations management
- Knowledge of HR management and O&M budget planning
- Good technical competency knowledge
Experience
- Minimum 10 years of professional experience
- Minimum 5 years in power generation industry in a leadership/management role
- Strong planning, organizing, people management, and communication skills
