Job Description: 

HSE Officer - I

Location: Alrus, KSA

Job Purpose: To support the implementation, monitoring and enforcement of HSSE activities in the Plant, and take all necessary and reasonable actions to prevent harm to people, equipment and the environment, whilst ensuring compliance with legal requirements, organisational standards and contractual obligations.

 

Minimum Qualifications:

  • A Bachelor degree holder in Safety, Environmental or Engineering or demonstrable equivalent
  • Certification from a recognized HSSE institution (NEBOSH, OSHA, IOSH, IEMA, etc.)
  • Professional membership or association with an international HSSE Institution (OSHA, IOSH, IEMA etc.)

 

Minimum Experience: 5 years’ experience in HSSE in the same role

 

Skills:

  • Thorough knowledge of local and international standards for HSSE
  • Good communication and inter-personal skills
  • Ability to manage and work with people
  • Self-motivated, critical thinker, tenacious and curious

 

COMMUNICATION & WORKING RELATIONSHIPS:

Internal: Needs to work closely with the HSSE Team Leader, Plant employees.

External: Needs to build a rapport with the Emergency Services, contractors, HSSE consultants and advisors.  

 

Key Accountabilities:

Technical Guidance and Services

  • Provide support to assess risks and review tasks of key operational activities to identify and prevent probable HSSE hazards leading to significant losses.
  • Attend meetings with contractors, sub-contractors, and vendors to advise on HSSE management and performance, ensuring awareness and adherence to defined standards.

HSSE Management Systems

  • Assist in implementing the Plant’s HSSE management system, including emergency preparedness and management, ensuring conformity to NOMAC standards and compliance with legal and contractual obligations.

HSSE Management, Monitoring & Reporting

  • Conduct daily site HSSE tours to monitor performance and compliance with policies and procedures.
  • Develop daily/monthly HSSE reports, highlighting incidents, concerns, and issues for timely escalation and resolution.
  • Support the implementation of the work permit system, ensuring safety measures are in place before work begins (e.g., equipment isolation, shutdowns, commissioning).

Training

  • Assist in delivering HSSE training to ensure awareness of standards and management systems among employees and contractors.
  • Advise contractors on HSSE standards to promote best practices.
  • Support HSSE campaigns to foster a strong safety culture on-site.

Stakeholder Management

  • Maintain positive relationships with regulators, emergency services, contractors, and local authorities to ensure mutual support and compliance.

Emergency Planning and Response

  • Assist in developing emergency drill scenarios and conducting mock drills to test readiness.
  • Respond immediately to HSSE incidents using established communication protocols to minimize damage.
  • Participate in investigations of reportable incidents to identify root causes and recommend corrective actions.

Availability of HSSE Materials

  • Monitor PPE inventory and raise purchase requests to ensure timely availability of required safety gear.

Policies, Processes, Systems & Procedures

  • Adhere to all relevant organizational and departmental policies and procedures to ensure consistent and high-standard work execution.

Continuous Improvement

  • Contribute to identifying and implementing change initiatives and improvement projects aligned with organizational standards.
