Maintenance Manager
Job Location: Rabigh - ROMCO
Reports to: Plant General Manager
Job Purpose
The Maintenance Manager will lead the plant maintenance function, ensuring the effective inspection, monitoring, and repair of all assets and facilities. The role is critical in maintaining optimal plant integrity and reliability in line with contractual requirements, NOMAC guidelines, and HSSE standards, while ensuring uninterrupted plant operations.
Key Responsibilities
Strategy & Planning
- Develop and implement the maintenance department strategy aligned with overall plant objectives.
- Provide regular updates to the Plant General Manager on operational performance, challenges, and mitigation actions.
People Management
- Lead, develop, and manage the maintenance team to achieve departmental objectives.
- Drive performance, engagement, and continuous development through structured feedback.
Budget Management
- Support the preparation of the maintenance budget.
- Monitor financial performance and implement corrective actions where required.
Maintenance Planning
- Oversee preventive, corrective, and condition-based maintenance plans across Electrical, Mechanical, and I&C disciplines.
- Ensure adherence to HSE standards and cost-effective execution of maintenance activities.
- Translate maintenance strategies into SOPs and work instructions and ensure implementation.
Maintenance Execution
- Ensure effective execution of maintenance plans in coordination with engineering and operations teams.
- Lead equipment risk assessments and ensure proactive mitigation of potential failures.
- Manage emergency breakdown responses to minimize downtime and operational risks.
- Ensure accurate maintenance documentation in SAP, including fault logs, repair methods, and resource utilization.
- Review maintenance reports and communicate key updates to management.
- Lead maintenance meetings to align team priorities and standards.
- Support project phases including commissioning, testing, and knowledge transfer activities.
Outage Management
- Plan and execute annual outages in coordination with planning teams and OEM recommendations.
- Ensure availability of manpower, materials, and spares for smooth execution within scope, cost, and timeline.
Technical Leadership
- Provide expert technical guidance on maintenance procedures and improvements.
- Promote a condition-based maintenance culture through root cause analysis and troubleshooting.
- Deliver sustainable solutions to recurring technical challenges.
Inventory & Contractor Management
- Ensure availability of spare parts and materials through effective inventory management.
- Oversee contractor performance and ensure compliance with scope, quality, and HSSE standards.
Health, Safety, Security & Environment (HSSE)
- Ensure full compliance with HSSE policies and procedures.
- Manage incident reporting and response in line with established protocols.
- Promote a strong safety culture across employees and contractors.
Systems & Continuous Improvement
- Implement Integrated Management System (IMS) requirements and support audits.
- Drive continuous improvement initiatives within the maintenance function.
- Ensure compliance with all policies, procedures, and regulatory requirements.
Qualifications & Experience
- Bachelor’s degree in mechanical or electrical engineering.
- 12–15 years of experience in a similar environment, including managerial experience within the power or water generation sector.
- Proven experience in preventive and predictive maintenance practices.
Skills & Competencies
- Strong knowledge of maintenance management systems (CMMS), with SAP experience preferred.
- Expertise in downtime analysis, troubleshooting, and problem-solving methodologies.
- Solid understanding of power and water desalination plant operations.
- Strong leadership, coaching, and team management capabilities.
- Excellent planning, organizational, and collaboration skills.
- Good understanding of PPP frameworks and contractual obligations.
