ORGANIZATIONAL INFORMATION

Department: GENERAL MANAGEMENT

Position Title: Sr. Operations and Maintenance Manager

Reports To: General Manager

JOB SUMMARY

To represent the Project Company in overseeing the safe, reliable, efficient and commercially optimized operation and maintenance of the Company’s power generation assets.

To provide effective Owner-side governance and oversight of the O&M Contractor and other technical service providers, ensuring compliance with contractual obligations, performance guarantees, KPIs, HSSE requirements, applicable laws, grid-code requirements and Company policies.

To manage the performance of the O&M Contractor and other technical service providers, ensure compliance with contractual obligations, monitor plant performance and technical risks, and coordinate with commercial teams, OEMs, contractors, insurers, lenders and other relevant stakeholders.

To lead the Company’s oversight of plant availability, reliability, efficiency, maintenance strategy, major outages, asset integrity, performance improvement, critical spare parts and lifecycle management, while protecting the Company’s operational and financial interests.

To provide technical reporting and recommendations to the General Manager and senior management.

DUTIES AND RESPONSIBILITIES

1. Contribute to the establishment of the Company’s main objectives, ensure their implementation and continuously monitor their progress.

2. Ensure the effective and efficient execution of mechanical and electrical maintenance and measurement/control services at the 927 MW CCGT plant in line with the Company’s main objectives.

3. Manage and challenge the O&M Contractor’s overall performance on behalf of the Company, including compliance with contractual obligations, KPIs, service levels, staffing, competence, maintenance quality, plant availability, reliability, efficiency and HSSE performance, and ensure timely implementation of corrective actions and contractual remedies where required.

4. Conduct and coordinate periodic and event-based O&M performance meetings, establish action lists and ensure timely closure of agreed actions.

5. Ensure preparation and implementation of annual and long-term maintenance plans, including planned outages, major inspections and coordination with OEMs and other technical service providers. Lead the Company’s oversight of planned and unplanned outages, including outage scope, schedule, resources, critical-path activities, readiness reviews, execution progress, return-to-service activities and post-outage performance assessment.

6. Ensure the necessary coordination with operations and maintenance units, commercial units and other departments to achieve harmonious and collaborative working.

7. Ensure the preparation of daily, monthly and annual maintenance reports, approve these reports and submit them to senior management; inform senior management on strategic matters.

8. Monitor plant availability, reliability and efficiency and ensure that technical improvement studies, root cause analyses and permanent corrective actions are developed and implemented where required.

9. Ensure that the relevant tests are performed for purchased and modernized systems and equipment and that these systems and equipment are properly commissioned.

10. Monitor compliance of O&M activities with Company HSSE requirements, environmental requirements, applicable legislation and relevant technical standards.

11. Contribute to the preparation of the Company’s annual budget and ensure that activities are carried out in accordance with the budget. Review and challenge the O&M Contractor’s annual budget, maintenance expenditure, major maintenance plans and cost forecasts; monitor actual expenditure, commitments and Estimate at Completion (EAC), and identify opportunities for cost optimization without compromising plant reliability, safety or contractual performance.

12. Establish and maintain effective communication with internal and external stakeholders relevant to plant operations and technical performance.

13. Provide technical and operational input to EPC, OEM/LTSA and other technical contracts and support contract administration, claims, deviations and change proposals in coordination with the relevant functions and within delegated authority.

14. Manage technical coordination for insurance risk surveys and insurance claims, including interfaces with insurers, brokers, loss adjusters and technical consultants. Provide technical and operational input to insurance placement and claims processes and ensure timely submission and follow-up of technical documentation required for insurance matters.

15. Prepare and present plant performance indicators, technical risks and significant matters requiring management or Board approval.

16. Ensure compliance of plant operation and maintenance activities with applicable grid-code requirements, dispatch instructions, regulatory requirements, environmental permits, operating licenses and requirements of relevant authorities and system operators.

17. Coordinate technical correspondence and interfaces with relevant authorities, institutions, OEMs, contractors and other external stakeholders.

18. Identify and monitor significant technical and operational risks and ensure appropriate mitigation and action plans are established.

19. Provide O&M and operational-readiness, including design reviews, commissioning, handover, maintainability and O&M requirements, where applicable.

20. Ensure that all significant technical modifications, temporary arrangements and plant changes are subject to appropriate technical assessment, Management of Change (MOC), risk assessment, approval and documentation in accordance with Company procedures.

21. Ensure operational and maintenance readiness for major projects, modifications, upgrades and new equipment, including maintainability reviews, spare parts, maintenance procedures, training, documentation, commissioning and integration into the O&M organization.

22. Ensure adequate emergency response, business continuity and contingency arrangements are established, tested and maintained for critical plant systems, major equipment failures, grid disturbances, natural events and other operational emergencies.

23. Provide technical input to lender, shareholder, insurer, auditor and independent technical consultant requirements, including technical due diligence, performance assessments, insurance risk surveys, compliance reviews and periodic reporting.

AUTHORITY AND RESPONSIBILITIES

Authority:

  • Represents the Company in technical and operational matters within the scope of the O&M Agreement and other assigned technical contracts.
  • Reviews and approves technical reports, plans and recommendations within the authority assigned to the position.
  • Reviews and challenges O&M Contractor plans, budgets, performance reports, maintenance strategies and technical recommendations on behalf of the Company
  • Exercises authority in accordance with the Company’s Delegation of Authority, policies and procedures.
  • Escalates matters requiring General Manager, senior management or Board approval as applicable.

Responsibilities:

  • Responsible for performing the duties of the position in accordance with applicable legislation, Company policies, procedures and contractual requirements.
  • Responsible for effective oversight of the O&M Contractor and fulfillment of the Company’s obligations under the O&M Agreement.
  • Responsible for monitoring and protecting the Company’s contractual, operational and financial interests in relation to O&M activities.
  • Responsible for maintaining the confidentiality of the Company’s technical, commercial and other confidential information.

JOB REQUIREMENTS

Education Level: Bachelor’s degree in Mechanical Engineering, Electrical Engineering or another relevant Engineering discipline

Work Experience: Minimum 15 years of relevant experience in the power generation industry, preferably including combined-cycle power plants and O&M management

Foreign Language: Professional working proficiency in written and spoken English

Computer Skills: Advanced proficiency in Microsoft Office (particularly Excel, Word and PowerPoint). Familiarity with CMMS/EAM, SCADA/DCS, ERP systems and performance monitoring/reporting tools is a plus

Certificates / Driving License etc.: Valid Turkish Class B driving license with no restrictions preventing driving project/company vehicles.

Other: Experience in O&M contract management, plant performance and reliability, outage management, OEM coordination and technical stakeholder management is preferred.

Experience in asset management, budget and cost control, performance guarantees, contractual claims, EAC monitoring, grid compliance and Owner-side O&M Contractor management is preferred.
