Job Description: 

JOB PURPOSE:

Reporting to the Head of China Cluster, the Solar PV O&M Manager is responsible for overseeing the operations and maintenance of all Solar PV assets in China. This role involves setting O&M strategies, managing technical support, coordinating with stakeholders, and ensuring optimal performance and compliance with corporate and international standards

KEY ACCOUNTABILITIES:

O&M Strategy & Plans

  • Develop the plant strategy in line with ACWA NOMAC’s Operations and Maintenance strategy, ensuring vertical alignment and horizontal integration with other interfacing departmental strategies.
  • Regularly report to the Head of Cluster on operational and maintenance KPIs, O&M activities, challenges, and issues faced.
  • Prepare board presentations that include financial figures, plant warranty issues, and operational and manpower issues.
  • Provide overall direction to plant operations and maintenance teams to meet approved production objectives while offering technical guidance and expertise.
  • Plan and direct minor and major changes within the plant and its processes to ensure a safe working environment while maintaining plant efficiency levels.

Technical Leadership & Plant Performance

  • Lead with deep technical expertise in solar PV systems, including troubleshooting and performance optimization to maximize energy output.
  • Set and implement O&M strategies aligned with corporate goals, ensuring high plant availability and reliability.

O&M Management Excellence

  • Manage on-site O&M teams and regional Solar PV O&M Managers, ensuring efficient operations and adherence to best practices.
  • Oversee subcontractors and vendors to maintain quality and cost control in O&M activities.

Stakeholder Collaboration

  • Coordinate with internal teams such as technical support, business functions, and plant managers.
  • Ensure most efficient coordination between SCADA monitoring centre and site structures towards high performance and availability of each plant.
  • Ensure predictive analytics and early failure diagnostics alarms raised by respective remote monitoring are mitigated so as to ensure safe and reliable operation of assets.
  • Develop and maintain the overall risk register on the specific asset type.
  • Approve key engineering changes to critical assets to ensure design integrity.
  • Identify vendors with equipment causing continued reliability issues
  • Oversee the implementation of effective and economical methods and techniques in order to identify improvements and/or new technological changes to advance operating methods within the plant.
  • Identify opportunities of improvement and contribute to organizational and departmental change initiatives, programs and projects taking into account best practice and standards in the business environment.
  • Įead RCAs in field of expertise and ensure the operational loss register is used as a trigger for RCAs.
  • Ensure compliance to all relevant health, safety, security and environmental management policies, procedures and controls across the plant to guarantee employee safety, legislative compliance and a responsible environmental attitude
  • Ensure all main O&M activities are performed by his/ her team with the highest quality, reliability driven standards
  • Work in collaboration with corporate functions on defining condition based maintenance and predictive maintenance strategies so as to increase assets performance and reliability and reduce forced outage O&M costs.
  • Ensure that internalized repairs & refurbishments are maximized at the highest quality and reliability levels, fostering circular economy of parts and components across the China region wind fleet.

Financial Management

  • Develop the Plant’s Operating budget and manage and monitor the financial performance against the budget on a regular basis, so that areas of unsatisfactory performance are identified, rectified promptly and potential performance improvement opportunities are capitalized upon.
  • Understand the financial metrics /costs/ contractual obligations of the project, to ensure the achievement of the revenue, costs, profitability and productivity targets.

Production Planning

  • Lead and ensure the effective cascading of the operational strategy and plans into mid-to-the-term production plans and monitor their performance against the target to ensure optimization of resource utilization, plant availability and operating efficiency of the plant, whilst achieving the defined production targets.

Technical Guidance

  • The O&M Manager Wind shall define asset integrity standards at Nomac corporate level and ensure risks that may have gone unforeseen are identified and mitigated.
  • Identification and compliance with applicable international standards and best practice.
  • Development & sign-off of local standards and guidelines as required.
  • Ensuring that the technical content of procedures and guidelines are up to date and technically sound.
  • Direct the teams on operations and maintenance strategies and oversee the root cause analysis and investigations in order to correct any abnormal conditions and resolve performance deficiencies
  • Provide guidance to direct subordinates on potential risk areas in order to improve the long-term reliability of the plant
  • Review, witness and sign-off of acceptance test criteria.
  • Responsible for identification of Subject Matter Experts (SME)

Projects

  • Review of Owner Technical Specification (OTS) and incorporation of lessons learned
  • Review and validate Vendor/OEM Įisting for new projects
  • Review Project Engineering and Vendor documents from and O&M perspective
  • Recruit the team as per mobilization plan
  • Assist the team to set up the O&M framework as NOMAC standard guidelines
  • Ensure training and competency of recruited staff
  • Provide input to HAZOP’s and HAZID’s and design review process.
  • Be responsible for providing technical approval for asset specific plant or process changes / modification.
  • Be responsible for review and approval of Safety Critical Devices changes within the discipline.

Health and Safety

  • Ensure general corporate HSE requirements, procedures and policies are followed at all times
  • Define specific HSE procedures for O&M activities specific of Wind technology
  • Ensure all tooling requirements for each O&M activity are in place and duly inspected/ calibrated on the required frequency, as per OEM specifications
  • Ensure all near misses and HSE related events are duly reported and mitigated
  • Ensure HSE KPIs are always monitored and met for each one of the projects

People Management

  • Manage and monitor the performance of direct and indirect reports, defining workforce requirements and recruiting, in conjunction with the People & Culture function, to ensure competent, qualified and highly motivated employees are available to enable the achievement of the plant objectives.
  • Manage the effective achievement of the team’s objectives through setting individual objectives, developing the team and providing formal and informal feedback to maximize overall performance, engagement and motivation.
  • Manage and provide overall direction and guidance on talent development initiatives to mentor, coach and challenge subordinates providing opportunities for growth and development to ensure continuous progression and a high level of competence within the team.
  • Supervise continuous learning processes as per Corporate training programs. It shall include, but not be limited to, On the Job Training
  • To ensure Įessons Įearned database is updated and promote knowledge sharing amongst different projects and service teams.

COMMUNICATION & WORKING REĮATIONSHIPS:

  • Internal:

Needs to work closely with Plants Operations and Maintenance teams, technical team at ACWA Power, Plant General Managers, Business Support teams, Reliability of Supply team, and Digital team.

  • External:

Needs to build a relationship with vendors, consultants, Project Company, Įocal Authorities, Auditors

 

QUAĮIFICATIONS, EXPERIENCE, & SKIĮĮS:

Minimum Qualifications:

  • University degree in a relevant Engineering discipline (Preferred) Minimum Experience:
  • 10 years of experience in managing O&M of Wind energy assets either with OEM/OWNER (Developer) or O&M Organization.
  • Minimum 3-5 years in a management role in power sector (most recent experience)
  • Thorough sector knowledge and experience in infrastructure/energy/renewables
  • Strong  interpersonal  skills  to  build  effective  relationship  with  stakeholders,  effective communication skills to be successful in matrix organization.

Skills:

  • Extensive experience of technical report writing.
  • Detailed knowledge and excellent understanding of: Power generation O&M, Asset Įifecycle Management.
  • World class knowledge of asset specific design, construction, operation and failure modes. Strong knowledge on power performance monitoring and all its main technical principles
  • Strong interpersonal skills and proficient in English communication– verbal and written.
  • Techno-commercial know-how with extensive experience managing Service contracts and agreements
  • Extensive leadership skills and excellent planning ability
  • Extensive experience and know-how of conceptual and analytical thinking and excellent presentation skills
