Job Description: 

1. JOB PURPOSE

Manage proposal document preparation, conduct necessary due diligence, complete techno-commercial optimization, mitigate project risks and align internal stakeholders. Deliver competitive proposals that comply with project document requirements and ACWA Operations policies & procedures.

3. KEY ACCOUNTABILITIES

3.1 Strategy & Plans

  1. Support the formulation of business development strategy, realize vertical alignment and horizontal coordination with other relevant departments.
  2. Regularly report to supervisor on department operations, existing challenges, problems and adopted mitigation measures to keep management fully updated.

3.2 People Management

Set individual targets for team members, manage performance, cultivate team capabilities and deliver formal & informal feedback. Drive team performance, engagement and motivation to achieve overall team objectives.

3.3 Budget Management

Participate in drafting department budget; track actual financial performance against budget standards. Timely identify and rectify underperforming areas, and seize opportunities to improve performance.
 
Review and verify O&M cost models for all relevant bids and proposals.

3.4 Proposal Preparation

  1. Comprehend full scope of work and owner’s technical specifications; prepare clarification documents to fully discuss technical requirements while safeguarding company interests.
  2. Conduct field, national, technical, contractor and partner due diligence visits as needed, submit comprehensive reports highlighting critical risks to stakeholders.
  3. Coordinate cross-functional teams, contractors and partners to collect feedback and assumption data; compile complete documents to support bid preparation and meet RFP requirements.
  4. Lead drafting of technical, commercial and financial bidding documents based on multi-party input, ensure full compliance with requirements and quality standards.
  5. Act as core liaison between ACWA Power BD team and internal departments: collect technical input, resolve issues, communicate timelines and expectations to guarantee O&M packages delivered on time and in good quality.
  6. Coordinate with Finance, Legal, HSSE and other internal teams to collect data, assumptions and suggestions; compile documents, internal approval materials and relevant records to ensure data accuracy.
  7. Attend internal senior management bid meetings, present key risks, opportunities, recommended equipment suppliers & contractors, risk control plans and cost-benefit analysis to facilitate timely discussion of core matters.
  8. Participate in negotiations with ACWA Power, provide professional opinions, explain risks, assumptions and cost models to maximize benefits of all parties.
  9. Travel internationally at short notice to attend cross-country O&M project meetings.

3.5 Policies, Processes, Systems & Procedures

Participate in formulating and implementing departmental policies, workflows and control mechanisms covering all business segments. Ensure full compliance with procedural and legal standards while delivering high-quality, cost-effective services.

3.6 Health, Safety, Security and Environment (HSSE)

Ensure the whole department complies with all HSSE policies, procedures and control measures; protect staff safety, meet legal requirements and maintain environmentally responsible operations.

3.7 Continuous Improvement

Identify optimization opportunities, participate in company and department transformation projects, and adopt industry best practices and standards.

3.8 Related Assignments

Complete other ad-hoc work assigned by the company.

4. QUALIFICATIONS, EXPERIENCE, & SKILLS

Minimum Qualifications

Bachelor’s degree in Accounting, Engineering, Finance, Economics or related disciplines.

Minimum Experience

8–10 years working experience, preferably in power & water industry; 3–4 years of project business development experience in relevant sectors.
 
In-depth and comprehensive knowledge of the power industry.
