2. JOB PURPOSE: 
This is a key position which is critical to the company in achieving its business objectives and it has 
significant account and technical responsibilities. The principal purpose of this role is to plan, 
organize, promote, and achieve budgeted growth of the aftermarket service business in rotors 
balancing for rotating equipment. This role is a combination of an individual contributor and 
manager of staff. 
This person is responsible for functional management of the team and the preparation process 
which requires leadership and autonomous working. He shall provide overall direction to lead all 
the preparation as well as completion activities within the process to ensure safe, reliable, and 
efficient operations and service utilizing both internal and external resources, and able to complete 
the required documents before, during and after execution,  
In addition, the role requires strong hands-on technical capability, including the ability to 
independently to learn and perform 3D scanning and laser alignment activities, execute on-site 
measurement and tracking tasks, and prepare comprehensive technical reports covering 
alignment results and dimensional measurements.

4. Key Accountabilities  
Strategy & Plans 
 Assist in the Development of the divisional strategy in line with NMES OIS growth to ensure 
vertical alignment and horizontal integration with other interfacing departmental strategies 
across NMES business plan. 
 Regularly report to the SM,PR&D on the activities of the Reverse Engineering  
& balancing services division, challenges and issues faced, mitigations taken, etc. as required, 
to keep him informed and updated on the divisions operations, challenges and project 
finances. 
 Prepare meetings and presentations, plan site visits to carryout/oversee low speed balancing  
requirements, prepare reports to the highest industrial standards using specialized software, 
ensuring all tolerances associated to the process.. Establish and implement a QA procedure 
for the balancing documentation and maintain the reports and measures register. manage 
and support any warranty issues and internal/external manpower issues, planning progress

etc., in order to keep the senior leadership as well as its clients up to date of all progress, 
statistics and records relevant to the OIS division and the outages. 
 Independently perform low speed balancing activities, execute on-site run out and equipment 
balancing, and prepare detailed technical reports covering balancing results, dimensional 
measurements, and tolerances in line with industry standards. 
 Perform low-speed and high-speed dynamic balancing, static balancing, vibration analysis, 
and trim balancing of overhung rotors for a wide range of rotating equipment, including steam 
turbines, generators, compressors, pumps, motors, blowers, and other critical rotating 
machinery. Conduct equipment condition assessment, fault diagnosis, and corrective 
balancing using vibration data acquisition and analysis systems, ensuring compliance with 
applicable industry standards, quality requirements, and operational performance objectives. 
 Lead the setup, assembly, and commissioning of mobile rotor lathes on-site for balancing as 
well as in-situ machining activities. Coordinate and support the machining team during field 
machining operations, ensuring safe execution, alignment and usage of the lathe.  
 Skilled in vibration diagnostics, runout measurements, and precision balancing using industry
leading systems such as KAWE and SCHENCK balancing machines. Demonstrated expertise in 
troubleshooting rotating equipment, applying analytical problem-solving techniques, and 
executing balancing activities with a strong commitment to quality, safety, and operational 
excellence. Proven ability to support low-speed and high-speed balancing operations, 
optimize balancing processes, and mentor and train technical personnel. 
 Ability to perform laser alignment activities jointly with laser alignment engineer, execute on
site measurement and equipment tracking, and prepare detailed technical reports covering 
alignment results, dimensional measurements, and tolerances in line with industry standards. 
People Management 
 Manage and monitor the performance of direct staff and subcontractors, reports, defining 
workforce requirements on internal/external manpower in conjunction, to ensure, the pump 
division has competent staff to facilitate all the work to the highest quality by qualified and 
highly motivated employees to enable the achievement of the divisional objectives. 
 Manage the effectiveness of workshop and field service staff through setting individual 
objectives, developing the team and providing formal and informal feedback to maximise 
overall performance, engagement and motivation. 
 Manage and provide support, training and guidance by mentoring, coaching and supporting 
subordinates to provide opportunities for growth and development of personnel to ensure 
continuous progression and a high level of competence within the team.   
Financial Management 
 Assist in the Development of the BALANCING operational projects budget, manage and 
monitor the financial performance of each job against the budget on a regular basis, so that 
areas of unsatisfactory performance are identified at an early stage, so as to rectify promptly 
with potential operational performance improvements so they can be capitalised upon. 
 Understand the financial metrics /costs/ contractual obligations of the project, to ensure the 
achievement of the revenue, costs, profitability and productivity targets.  
Operational/outage Planning  
 Lead and ensure the effective planning of the operational strategy are facilitated into any 
outage plans / urgent fast track delivery’s and monitor their performance against the target to 
maximum on efficiency for overhead recovery and profitability. Manage the personnel and 
machinery/tooling for manufacturing / service repair in the workshop and site services to 
ensure customers plant availability and operating efficiency are facilitated to the highest level. 
 To liaise with customers and develop a solid working relationship. Plan visits and action to 
maximise on balancing orders. 
 Create and Maintain customer data base and profiles. 
 Ensure that all machines and instruments are properly serviced, calibrated, and maintained in 
a ready-to-use condition at all times to support upcoming jobs.

Services 
 Provide support at all times to field Service during outages, to meet approved 
HSE/Financial/Planning targets while providing technical guidance and expertise to ensure 
timely resolution of issues and recommend changes to approved procedures considering 
technological developments and changing business conditions.  
 Plan and direct for minor and major outages within the outage schedules and their 
respective scopes of work to ensure a safe working environment while also maintaining 
outage efficiency levels, as per the approved procedures. 
 Have a thorough understanding of the contractual obligations and clauses with the O&M 
companies and ensure that they are continuously met at all times.  
 
Technical Guidance  
 Liaise with customer’s, AFS, acwa staff on any service / low speed balancing  Outage 
schedules and root cause analyses and investigations in order to correct any abnormal 
conditions and resolve performance deficiencies. 
 Liaise with the respective departments (HR, FIN, Legal, SC) in order to optimize the processes 
and reduce process timelines, 
 Offer Technical upgrades, Hydraulic upgrades, & materials upgrades to develop NMES service 
business   
  
Supply Chain  
 In Conjunction with the Outage Managers, Oversee and manage the identification process of 
required inventory and approve all purchase requisitions / purchase orders for material / spare 
parts, services, chemicals, equipment and required manpower; as per the authority matrix in 
order to ensure timely availability of stock to fulfil regional outage requirements. 
 Oversee the work executed by the contractors to ensure Quality compliance in a timely 
manner of completion of work whilst complying to scope, materials specification, method of 
application, HSSE and documentation guidelines. 
SAP Implementation  
 Provide overall guidance and ensure the effective implementation of SAP processes within the 
division and adherence to SAP guidelines in all aspects of service/outage planning, scheduling, 
order processing, material movement etc. in order to ensure system/data integrity in line with 
defined standards. Spares order processing, creating internal work instructions for production. 
Integrated Management System Implementation  
 Identify, establish and monitor IMS objectives, targets and programs in the Region’ s projects 
through the adaptation and implementation of the policies and procedures and preparation 
and readiness for appropriate IMS Certifications, in order to ensure compliance to applicable 
Standards, existing policies and procedures of the company.  
 Oversee and provide all possible assistance during the IMS audits (conducted internally or by 
external agencies) and work on the recommendations provided by them in order to effectively 
implement corrective actions. 
Information Security Management 
 Ensure the compliance of information processing and procedures with the appropriate security 
policies, standards and any other security requirements, reporting information security incidents 
and periodically reporting the information security performance to the management. 
 Manage access rights to the department’s resources. 
 Ensure that the external party complies with these rules for secure development.

registered in NMES and delivered as per contractual obligations.

reports to keep the senior management informed about the progress of various initiatives 
and to facilitate decision making.

 Develop and ensure the implementation of policies, procedures and controls covering all 
areas of plant activity so that all relevant procedural/legislative requirements are fulfilled while 
delivering a quality, cost-effective service.

to identify improvements and/or new technological changes to advance outage procedures 
across all projects. 
 Identify opportunities of improvement and contribute to organisational and departmental 
change initiatives, programmes and projects taking into account best practice and standards 
in the business environment. 
 Demonstrate willingness to develop additional competencies across key divisional services 
(mins 1 new skill) including balancing, CNC machining, and automated welding, to enhance 
operational flexibility and service capability.

6. QUALIFICATIONS, EXPERIENCE, & SKILLS:  
Minimum Qualifications: 
 Mechanical Eng NVQ with Stress analysis and bearing Design, Pump design specializations 
or equivalent through demonstrable experience with OEM/Market Leader.

 Minimum 15 years’ experience in pump / rotating equipment service, repair, low speed and 
high speed balancing. Knowledge of Lathes, Milling, Boring, Dynamic balancing, API & BS 
ISO specifications, with Outage Management experience in the power, water or 
desalination sector. 
Skills: 
 Techno-commercial know-how with extensive knowledge of contracts and agreements 
 Extensive knowledge of manufacturing process of cast and machined parts
